Photorec and testdisk are two utilities found on hirens bootcd. That is completely free.
If someone is proposing to fix your computer and doesn't have or know about hirens boot cd. Walk away, seriously thats like a mechanic without a toolbox.
* they may not need it for a particular repair but they should know about it.
