I like the idea for everything being new in that week.
I'm pretty new to photography and don't have a lot of old to draw from.
Or alternate weeks between new and old.
And I like the not voting for yourself rule.

Just sent you another reply also.
I vote new and old - alternating every other week- even the playing field.
Also, no voting for yourself.
Thanks
No voting for yourself is up to Admin.
I don't think there is much of a challenge if all I have to do is pull a image off my hard drive and enter it.
New only.
"as is"
New is limiting - you must remember that there is a large group of elderly people and there may be real limitations to providing something new in a weeks time.
Accepting exceptions is a slippery slope and is difficult to enforce.
I question why an image should be rejected because it doesn't smell from a new bottle of developer.
First of all I commend you on the enormous amount of work that you put into these. I think that they are a fabulous opportunity for all of us. Arguments on both sides of the new/old ledger are quite valid. That being said, I favor the "As Is" model. IMHO those of us who CHOOSE to take the challenge to get out there and get a satisfactory shot meeting the particular challenge topic can do so. Those that don't have the same opportunity (for whatever reason) still may participate. In the end, we all get to see what others have interpreted (whether that be during the same time period or times past), and hopefully take something from the best that are selected to use in the future. Sure, it is a contest since there are named "winners", but given the fact that there aren't cash awards on the line, I think that we all should maintain a level of perspective.

On the lighter side, at times I think you are a masochist Steve to conduct these opinion surveys, but it certainly shows you are not a controlling sort and only have the desires of the participants in mind.
I have not frequently entered into the challenges because I do not always have the time to get out in that particular week to photograph a specific theme and would rather not use an archived picture due to the prominent "suggestion" not to. Admittedly, I had a very enjoyable day during one challenge where I did get to go out and attempt to test myself in finding a suitable theme related image. I had a great time.......but failed to take a skillful photograph. :D
I debated whether to even cast a ballot due to my lack of frequent participation but here goes. You seem to have basically two camps. One wanting only "new" images and one wanting "new" and "archived" photos. Since one of the choices offers two separate challenges, one for each opposing camp, that seems the logical selection. If the "new" photos do not receive enough entrants to justify your additional time, it would be easy enough to revert back to "as is." 8-)
My vote is:
NEW AND OLD -
- Side-by-side challenges would be run, one for archived photos and those without EXIF Data and another for new entries
- Double the work and double the voting

I don't have a problem with that. I'm sure you are as capable at judging as anyone!!
Without the communist, most of our cameras would surely double in price!!. So the communist must be the good guys.
I vote for Exif data. The date cannot be before the subject announcement, hence a true weekly challenge. The Exif would be checked by the participants, and not by you(St3v3n), as that just makes more work for you.
That way the participants can keep themselves honest, as they vote. And only those pics capable of winning would need to be checked. ;-)

I vote for new only. However I would like to see the window of capture to be at least one month instead of one week.
I also vote for no self-voting.

A challenge is only a challenge if it is a challenge so it will remain at one week. S-
