Read your manual...I had the 105mm VR version...depending on the distance from your subject it will an effect on your F stop....the 105 was anythiing over 10 ft...I could get it down to 2.8....and if I was really close to my sbject for macro...I could get it high enough to F45! There is nothing wrong with it...

That lens won't work properly on an FX camera. What camera are you using?

According to the manual:

Maximum aperture

f/3.5 at infinity.

f/5 at 1:1.

Well the lens should work fine on the D7000, so it must be the lens.

the lens is working exactly the way it's supposed to according to the manual.

that's interesting that the lens does that, then his lens is probably working fine then.

Isn't this true with all lenses? That the lowest aperture number occurs at the maximum distance of the lens?

So it used to be.
Now there are lenses with "fixed apertures". In the construction of a lens of this type, the aperture functions independently of the focal length, which results in lens of heavier (and more expensive) construction. Often, the barrels on fixed aperture lenses do not extend and contract as they are zoomed in and out: http://www.beyondmegapixels.com/2011/04/photography-101-fixed-aperture-explained
