I'm afraid you can't.
For the D7100 you need ACR version 7.4
Unfortunately the latest version PSE9 will accept is 6.5
Your options are: Update to PSE11, use the software that came bundled with your camera, use LR4.4 for editing the raw files, or use one of the free, standalone programs like RawTherapee for editing your raw files.

You're more than welcome.
But even PSE 10, won't do it, if you want to use the raw files from your camera, you need PSE 11.
It will take a bit of getting used to, as the visual part of the program is quite different from earlier versions and the various tools have the options at the bottom of the main window. But now that I have worked with PSE 11 for a few months (it was a Christmas gift from my son and d-i-l), there is no way I'd go back to PSE9: I've even removed that one from my system.

After my reference to an earlier message in Links and Resources, F16 Club posted another question there. I am copying it here for anyone else who may have been following this thread:

My reply:
"Your computer not on the internet: Is that temporary? Or do you have to download on another computer and then transfer?
Anyway: If you can access the internet from the computer that you installed PSE 11 on, open PSE 11 and click on Help in the menu bar.
A new window will pop up - near the bottom, click on Updates...
Another new window, and here Photoshop Camera Raw 7.4 is listed as an update, the box already checked. Click on the Update button, and Yes on the next box, and Adobe will download and install that file. You will get a prompt to close PSE11, do that, and click continue.
Finally click on the Close button. That's it. Open PSE11 again and you should be good to go.

because in the computer for photo edition I don't want bugs , once upon a time I had and was terrible, so now I do in another machine.
I also did what you explain but there is no way to update or to open a posible file that solved the issue.

I don't think you need to be afraid of bugs when it comes to the Adobe website.
I also just checked the Adobe website, it gives the same procedure that I laid out before. See:
http://blogs.adobe.com/pselements/adobe-camera-raw-7-4-is-now-available-for-photoshop-elements-11/But then scroll down to below the "Updates" image, and read the sentence there. Click on the word "here" in that sentence, and it will take you to a page with further information.
If that still does not work, would you please tell the steps you took to update?
I just did the update on my own computer and jotted down the steps as I went along, so I know it works that way.
Just a thought: I have assumed that you are using Windows OS, but are you by any chance using a Mac?

Either way thanks you very much , But I not understand those people of photoshop, neither way the made thing soo complicate as well as nikon all product is a complication to made its compatibles.
By fortune I can conver the Raw with Capture NX2 , tomorrow I wil return the software.
