ACR compatibility with Program and/or camera

Oftentimes when someone gets a new camera, they suddenly find out that their RAW files don't open in the Adobe software they have on their computer.
Here are two links to Adobe:

This one for the latest available version of ACR for your program (as well as the one it ships with, and the latest compatible version of ACR)
http://helpx.adobe.com/x-productkb/global/camera-raw-compatible-applications.html

and this one for the version that first included your camera (or the minimum version you need for your camera)
http://helpx.adobe.com/creative-suite/kb/camera-raw-plug-supported-cameras.html

The long and the short of it is, that if your camera needs a version of ACR that is newer than the latest program-compatible version of ACR, you will either have to upgrade the program, or use the DNG converter and convert your RAW images to DNG.

Your computer not on the internet: Is that temporary? Or do you have to download on another computer and then transfer?

Anyway: If you can access the internet from the computer that you installed PSE 11 on, open PSE 11 and click on Help in the menu bar.
A new window will pop up - near the bottom, click on Updates...
Another new window, and here Photoshop Camera Raw 7.4 is listed as an update, the box already checked. Click on the Update button, and Yes on the next box, and Adobe will download and install that file. You will get a prompt to close PSE11, do that, and click continue.
Finally click on the Close button. That's it. Open PSE11 again and you should be good to go.

PS: I will also post this with the original question, so others that may be following that thread will see it.

Checked your sites mentioned. My Elements 10 is shipped with ver. 6.4.1, my T4i has ver. 7.1. Do I have upgrade to a newer version of Elements to use RAW features?

I responded to this in the other thread you started, "RAW":

Yes, PSE10 shipped with ACR 6.4.1 and is compatible up to ACR 6.7. Your Canon T4i needs at least ACR 7.1. So there is a gap, and unfortunately you'll never get CR2 images from the Canon T4i to open in PSE10.
