I am budget sensitive and this seems to have what I need at a reasonable price. It does not include a ballhead but I have one I could use on it. The cost of the ballhead (or other camera mount) can be significant. So you need to include that in your $400 cost limit. I have a really good travel tripod (peak design) but in some instances it is susceptible to vibrations in the wind when doing landscape. It is good to avoid the center column for height as it also makes the tripod less stable.
