The one thing that seems to be eluding some in the Photo Gallery is that the section has specific rules. It does state that the poster may ask others to comment.
This section is for posting pictures you took. If you want to ask others to comment on your choice of subjects, composition, settings, show off your pictures to others, or ask for general critique, then please do so in the Photo Gallery section. Why do folks insist on commenting when their comments aren't asked for. The polite thing might be to ask
"May I make a suggestion?"---

True, but you know there are people who simply cannot hold their tongue.
And the best way for not holding is to ask.
And the response depends on how the requestee feels....
It's called communication, regardless if one does not like the question or answer.

I don't know if you ask me "Can I make a suggestion" I feel it's a bit rude to tell you that you may not although I don't want your suggestion.

When someone tells some one "No", for whatever reason, it may cause that person to feel bad.
Like in raising a child.
Can't have anyone feeling bad.......

Lots of varied reasons I'm sure. Ranging from they don't want to impose to didn't know my picture could be improved. What I do notice is it's rare for someone to chastise another for trying to help.
As for my last five Gallery topics, not sure what your talking about. I rarely to never overtly ask for critiques of stuff I post in the Gallery. I assume in a public forum people will give advice if they think it's needed, and to encourage that, every post of mine states explicitly CC is always welcome.

That's what I do but someone suggest that they ask if they can make a suggestion. For me that's not good as it's kind of forcing the person to accept the suggestion. As I said, it's best not to say anything negative about pictures post in the gallery.
