Interesting.
I copy some PDFs to my Android phone and have Adobe reader on the phone.
OR, I can open them with Firefox on the phone.
I just dislike the small screen having to pinch-expand.
But I can read them.

Two options…. You can sync all photos or any files, for that matter to your Google drive. Once complete, on your pc browser, go to photos.google.com and they will be there. Maybe, not immediately, but will upon refresh. The other I use is to tether the computer and phone together via cable. Then, go to the phones settings by searching on “usb preferences.” You’ll see “usb controlled” and “use usb for.” Select “Connected device” and “File transfer/….” and open “windows explorer,” find the photos folder on the phone and transfer away.

I hate scrolling and seeing only a small part of the page at a time. I like to display 2 pages at a time.

Don’t use the Dell Photos app. Open File Explorer, navigate down to your device, open it and select the folder DCIM. Your photos will be in that folder. There ma be one or more DCIM's with slightly different names but they all contain photos. Copy and Paste the photos you want to a folder on your HD.

Bigger phone won't fit in pocket. The phone #1 priority is to function as a phone. I have a 10 inch android tablet and also a Microsoft Surface pro which would work like a tablet but still there are situation where it's not easy to read especially when my hands are full of grease.

Exactly. The PDF reader is a nicety. Along with the vFlat scan-to-PDF app.
I have a couple on the tablet also, precisely for ease of reading.
When traveling by car, all my photo manuals are on the laptop.

I don't have a Samsung-I have iPhone so this may not help. You can get a photo stick that fits into your phone's charger slot and that will allow you to copy photos from your phone onto the stick .It has two ends-one that goes into the camera and then one that will go directly into your computer's card USB(C) port . I see somebody else does what I also do. Send myself an email with images then open email attachments. To add confusion, I also make sure my photos get sent as jpg and not a format called Heic which drives me crazy. Hope tis helps a little or others can help you more.

I don't use manuals on the go. But the manuals I talked about are really not photographic gear manuals as I would learn about the photogear well enough that I wouldn't need the manual on trips. The manuals I was talking about are those for machinery I have to troubleshoot or service in the field.
