Link please - - the only "Mind Wars" I can find is by Jonathan D. Moreno, and is about military mind control, not climate. I can't find anything about an Ian McFadden except a young man who is a preacher, married to his wife Jill.

Then the builders, city councils, realters, and bankers start nibbling. Rezone!
Well. not much happened here last time, so we'll allow maybe Class 4. Rezone!
That was the Storm of the Century! It won't happen again in our lifetime! Rezone!
This big strip is protected by a hill. Class 3 is good enough. Rezone!
A few years later, a Class 4 come thru and devastates the area. We all snivel- "Those dumb Americans! Why do they build such crap in a hurricane zone?" They didn't . They believed they bought a Class 5 house, and it was a Class 2 that could handle a Class 3 for 4 hours. On paper, anyway.
Remember all those crooks on line 3? They're in line- nothing you can do but pay them more. Again.
I remember the news story a few years ago, on substitutions. Zoning specified a certain grade of wood for the roof. Wood > plywood, > OSB, finally > particleboard. Which then gets wet and turns into pudding.
Everybody's roof was gone. And somehow all the lawsuits turned into "natural causes"- Act of God.
