The United States has a written Constitution, something not found in England. As part of the document, the Congress authorizes all spending by the U.S. Government. The Executive Branch can only spend what's been appropriated.

The President informed the Congress earlier, that there would be no omnibus spending bills, that Congress would have to appropriate money for departmental operations as had been done for years. The Congress has already appropriated about 75% of the fiscal 2019 budget.

As part of the Congressional rules, in place for years, it takes a 60 vote approval for the Senate to okay any appropriation bill that comes to the Senate. The only exception is for reconciliation, which requires only a one-vote majority to pass in either house.

The President can't spend any money the Congress hasn't appropriated. With divided power, the Democrat-controlled House has refused to appropriate any money for President Trumps border security (politics aside). Without an appropriations bill, which has to originate in the House, there can be no vote in the Senate.

The United States Constitution is not a very long document to read. You should try it.

The President of the United States is not a demigod. He's acting within the power granted him by the Constitution. He did not shut down the government.

And yes, I read all six volumes of Churchill's work. At the end, I was still convinced that he was a narcissistic, political chameleon who switched sides of the political aisle about as often as I change underwear. His understanding of military strategy was exceeded only by his ego. (See Gallipoli Campaign of February 1915-January 1916.)

For years in the senate if one wanted to filibuster they had to stay up and keep talking. Today it seems all they have to do is say they will fillibuster and the side with the majority folds.

As a Trump supporter you obviously don’t see narcissism as a negative.

He hasn't shut down the government. First of all 80 percent of it is still running. If properly administered that would be more than enough to fund an adequate government.

Second we have a system of checks and balances. No one person can do anything. Congress could open government in a minute if they were willing to do. All they have to do is pass a budget that the president will sign. They just choose not to do so.

To blame the shut down on one person is ridiculous. The same people who are refusing to fund a wall now almost universally voted for a wall earlier, when they knew that it wasn't actually going to get built. Now that there is a president who is actually going to get it built they hate him so much that they refuse to even negotiate.

It is essentially the same thing that is happening in Great Britain with Brexit. May negotiated with Brussels without having the consent of your legislature and now you have a deadline coming up in March with no resolution in sight.

You are right that one person can’t shut down the government, but two can if one is the president and the other is the majority leader of the senate.

Trump has to veto a bill. Nothing’s presented to him. Dems closed govt. they have not presented a budget of any kind.

Dems have closed govt. Their budget. They own it.

The house has presented several bills to open the government. Bills that have previously been passed by the senate. These bills would definitely pass the senate, they are being blocked by McConnell. Last I checked he is a Republican.

So Trump did not shut anything. Proving lefties lie. Trump is the man. Representing the people. The folks don’t like the drugs, crime, illegal aliens invading their country.

A wall is just the beginning of our security.

As with 99.9999999% (and that may be low), you post mostly incoherent words, that can't be interpreted as lucid thought.

The President does indeed recognize the Constitution. It's Congress, especially the House, which has no grasp of the division of powers.

The President has the power of spending what Congress appropriates. Congress has failed miserably at a mere $5.7 billion, out of $4.4 trillion, translated, that's $57 in a budget of over $44,000.

Drug tunnels go 70 feet deep and deeper. Are you suggesting a wall the length of the border over 70 feet deep? What do you imagine that would cost? If the fence needs repaired in places, we should repair it. Other than that high tech measures will be much more effective, both in finding tunnels and in finding contraband, including humans, in vehichles at points of entry.

It's not about the money, it's about letting Babylon swing in the breeze on his own petard. This clown, this plaything of shock jocks and despots is going to redefine 'winning' to save face in a quagmire of his own design.
