Arrested While Driving

The driver is arrested, of course. The vehicle is generally towed. Lawsuits have happened when the police tried to be nice after the driver promised to go straight home. Of course the driver MAY have been borderline at that time but decided to have a few more before going straight home. The driver was in an accident and sued the officer for not doing his duty to arrest her. She won. Drunk drivers are not left to find a way home.

There are laws for every violation you listed:
Failure to signal
Failure to stop at a Stop sign
Violating the Right of Way

Difference between talking on a cell and talking via a headset (hands free)...
When you hold a phone up to your ear (even an old fashioned handset)..
You look down.
With a headset, you can still look where you're going.
As a truck driver, I have to have a cell phone, and it has to be hands free.
You can always tell when someone is texting or otherwise looking down, they're all over the road.
