You really miss the point here. Socialism can be instituted in many ways.
The Treaty of Versailles was argued by Keynes to be too severe.
The world forced Germany into socialism to pay reparations for WWI.
I am not arguing that it is the only reason they became socialist, however it is one.
When a government has to pay the people have to pay.
Foreign government imposed socialism to pay for reparations for WWI.

Your argument that England and France allowed Hitler to rebuild the armed forces is moot.
Just like we are "allowing" Iran and North Korea to build Nukes. How would you stop them short of war?
Because countries are sovereign states you cannot force them to do anything.

Force Peace with Israel and the Palestenians....Failure.
Force North Korea not to have Nukes... Failure.
Force Iraq to withdraw from Kuwait..Failure...
States change when they view it is in their on self interest to do so. Sanctions apparently don't work.

Yes, they allowed and overlooked what Germany was doing. Both countries had suffered mightily during the war. The loss of French and English military was prohibitive. There was no desire to once again enter into a conflict. They knew the United States would not return to bail them out again. Iran and North Korea were allowed to have atomic arms is because the UN lack the desire to enter into the fray. The same can be said about the UN regarding Kuwait. There will never be a peace between Israel and Their neighbors. We can not force either to like each other.
