I recently put PSElements 2018 on my new Windows 10 computer. It has plenty of RAM. PS started showing the "not enough RAM" message. A call to Adobe customer care fixed the problem. Apparently, when Windows 10 did an update is messed with some of the PS preferences. The tech fixed it in a few minutes. All is well. Had to do a Google search to find the phone number, however. I'm sure Adobe customer care can fix you up.
