Yes, now would be a good time to upgrade to The Photoshop CC/Lightroom combo. For $10.00/month, which includes all updates/upgrades on both packages, this is really a very good deal.
As far as 'Cloud image editing', it doesn't work like that. All your pictures stay on your computer. Once you download the software, it stays on your computer. You can completely disconnect your computer from the internet for a month after
you install the software and it will work flawlessly. The ONLY time you need to be connected to the internet is when the software checks in with Adobe once a month to see if you have paid for the next month's subscription. And even if you decide to stop paying Adobe, your pictures are still on your computer and are still accessible to you. All that will happen is that the software will stop loading up. Invoking the term 'Cloud' for this concept is quite possibly, hands down, the stupidest marketing mistake Adobe has made in their entire history.
