I discussed this with my daughter who just finished her art degree in Amsterdam. The Dutch government is very supportive in the art world and funds artist who present proposals that they think are worthwhile. This installation did not cost the artist anything, something that allows the person freedom of expression. Installations that people can experience can be very meaningful and are not meant to be only visual. Each person should have a different feeling, good or bad. I have no idea how I would feel after walking on this pile of pictures, but that is the point. The question is not whether it is Art or not but rather did it give you a feeling of some sort.
