APS-C sensors are improving rapidly. The cost for lenses specific to APS-C will always be lower than full frame equivalents. Unless you can afford a commitment to full frame, I would suggest focusing on APS-C. If you do, you are more likely to be able to afford newer lenses when they come out and upgrade bodies when the sensor tech advances.

I agree with the idea of focusing on lenses in making your choice of a body with one caveat. Companies like Sigma and Tamron have been really kicking up their game the last few years. You will be able to kit yourself out quite nicely, if you choose a Canon or Nikon (Canikon is a contraction for these two you may see used occasionally.)

By the way we can refer to the 7D Mark II as a 72. It has a nice alliterative quality.

How much have you shot so far and is there any way in which you are disappointed by the kit lens so far?

Poor in low light?
Not getting close enough to something at a distance?
Having to stand too far away (think of the architecture shots here)?
Poor focus?

The only thing that comes to my mind is... Gym lighting is usually awful. But they usually have white or light colored walls so a flash should bounce well.

Shoot with the 18-55 for a while. After a few months, take a look at the shots you have taken and liked. Look at the properties for those pictures and see what settings seem to yield those photos, what focal length, aperture, etc... That would be a good guide in choosing your next lens.

For instance, if you are always shooting at 55mm, you might want to consider a longer lens, like the EF-S 55-250mm f/4-5.6 IS II Lens.

If you are always at the other end with a wide open aperture, then the Sigma 18-35 1.8 might be a good choice.

Get a little experience with your camera and let your experience be your guide.

At that price point you should seriously consider the 7D I or the 70D. However, if you just want a good upgrade and save money fopr lenses, the t3i was a serious upgrade from the t2 ro t2i. The t4i and t5i were not such a big advance.
