Yes it is a Hibiscus, but it could be also a Rose of Sharon. If it is tropical it is a hibiscus, but if it can handle cold weather it is a Rose of Sharon hibiscus. I have both. This is the tropical which bloomed all winter in my office.

My friend was in the garden with her little dog when the hawk swooped down and grabbed the dog with her real close to my friend. Good luck with your cat.
