Considering that you can make a prize-winning image with a pinhole, I question the need for a camera owner to learn the fine points of photography or their camera. Can you say "AUTO?"

Before the advent of CGI, directors and cinematographers had to be very creative in their approach to "special effects." A lot of them involved -photo-optical illusions. In "The Wizard of Oz," the tornado was made of cotton batting, and a guy above and out of camera frame turned it with a crank. When you see the movie it looks 100% real.
Been there, done that. Management is hell.
My daughter's phone (she's 25) is never more than a few inches from her hand, unless it's IN her hand. Texting is a way of life. I have never seen her use her phone as a phone.

Personally, I would refer to anyone who takes photography seriously as a "photographer," whether they ever make money from it or not.
We all have to start somewhere. Hopefully the person you refer to will take one or more classes or find a friend with photography experience to help her get a head start. Being critical of such a person is pointless. It's her choice to sink or swim and live with the results. Just a wild guess, but I don't think that affects the rest of us very much.
