Looks like Zebra Grass. I had some when I lived in Tn. Around the end of Aug, the plumes would show up NOT quite opened this much, but I would cut a bouquet of them and take them inside, put them in a vase and let them open, curl and dry.
Then I would spray them with spray paint, whatever color I wanted and they made a beautiful flower arrangement. They were really pretty with some dried wheat or some artificial berries added.
