With out seeing the tail it could be.Cooper's are bigger and have a rounded tail. Sharp-shinned hawks are smaller and have a squared tail. It's hard to ID them at times, I'll stick with Cooper's.

Thanks,when I was in high school I got started in falconry and still have love for birds of prey. I trained and hunted with Cooper's hawks and spent many hours with these birds.

Mature Cooper's have a slate gray back,dark red eyes,juvenile birds have brown backs and yellow eyes.
It could be a Sharp-shinned but can't see the tail at the right angle for a positive ID but it is one or the other (Cooper's) It's not a falcon of any type.
It's a Coopers hawk .Its not a Peregrine
