What Mueller said was that there was insufficient evidence to sustain a charge of conspiracy (largely due to the obstruction of justice).

Basically, he said due to the Trump admin's illegal stonewalling, he was unable to properly investigate, therefore could not come to a conclusion either way on conspiracy. He specifically said that he could NOT exonerate Trump.

He assumed that the details of the criminal obstruction would be enough, by itself to force an impeachment & removal, but he hadn't counted on the magnitude of the corruption of Barr & McConnell.
