LR is an excellent platform for grading, selecting, and organizing shots by shoot, or subject, and such via the use of collections and smart collections. There are NO layer creation possibilities in LR.
Photoshop Elements allows layers and a good assortment of tools: clone stamp, content-aware fill, and the like. Check w/Adobe online to see what the latest iteration of PS Elements contains.
With Elements 9 and LR4 I have not yet run into anything I cannot accomplish to my satisfaction. In comparing to someof the facial-qualified tools in CS5 for portrait retouching and such CS% would be considerably faster and easier.
I guess the trade off for that is the relative low cost of Elements.

LR 4 develop module is the same as Camera RAW (ACR), the only difference is the background color of the adjustment panel. LR has the other modules and its cataloging system. My work flow is LR first and then if needed PS CS6.
