If your reference is to their being no way out of military confrontation and the "balloon goes up" I am speculating that that nuke use will be a last and limited resort. The only way to really limit destruction would be to strike first. We have absolutely no idea what our actual capabilities are. We have seen a little weaponry the past several years and I believe there are many more high tech instruments available and saved for such responses. That's my speculative remarks for today! No, no comment on the "...strike first."
