Health care, etc, CAN be construed as being included in The Fourth Amendment Right to be secure in your person.
ECONOMICS is the REASON for wars. War is good for business. RELIGION is often the EXCUSE for wars....the propaganda used to sucker the masses into supporting a war that God allegedly calls for.
The Tenth Amendment forbids NOTHING. It merely assigns to the states / people those rights / powers not already assigned to the Federal Government. The Federal government already was given all really important powers...to tax, make war, make peace, appoint ambassadors, make treaties, regulate business, etc. There is almost nothing left to give to the people / states, so they get that pittance. Social Security is a type of Insurance, which is a matter of Interstate commerce....the interstate sales of insurance, medical, etc, services / products...which IS Constitutional. Read Article 1; Section 8.

Presidents do not have the power to make such changes. Congress does. Good luck getting hundreds of those who own stock in armaments companies to vote against wars which will make them richer.
Ike only warned us about the MIPC AFTER he helped to install it. That was like a bank robber telling us to replace the vault after he has blown it open, and emptied it. A big help...not.
Killing before we can be killed is what keeps us alive as individuals. Enough individuals staying alive keeps the species alive. War is THE most profitable business. Far from going extinct, we will probably spread to the stars, and spend a trillion dollars per week on future wars. That is what we get for letting business, and military, types run for office. When we let those who benefit from war decide whether, or not, to go to war, and let them run our wars, we will have many expensive wars. Such is life. Live it, or die.
