you can do it with MS paint in a pinch...

just load the image in, choose color, with the rectangle tool choose unfilled rectangle, and draw box around image.

PS CS5 works a lot better though, because you can put the frame on a separate layer.

There is a huge market for photography, just not printed on paper and hung on someone's wall.

People will spend money without hesitation if they can obtain a viable business advantage.
