Actually, increase shutter speed OR ISO. When you say small aperture, you mean smaller number, right, not smaller physically? Rarely a need to use an ND filter when shooting sunrise/sunset or any other post processing technique when manipulating sunstar effect, but the idea is correct.

(edit) Actually, increase shutter speed or 'decrease' ISO. Said it incorrectly above.....

Glad you joined and welcome! The answer is to use a larger aperture and depends on what focal length lens your are using along with the blade design is of the aperture. A test shot will easily confirm what setting works for the lens you're using. Offset the larger aperture by a faster shutter speed.

(edit) Here's one taken a few minutes earlier than the original with an f/8 aperture to show the difference.
