Actually, increase shutter speed OR ISO. When you say small aperture, you mean smaller number, right, not smaller physically? Rarely a need to use an ND filter when shooting sunrise/sunset or any other post processing technique when manipulating sunstar effect, but the idea is correct.
(edit) Actually, increase shutter speed or 'decrease' ISO. Said it incorrectly above.....
