Get rid of that dissonant black mark lower left and the photo is a wall-worthy watercolor.
There's a lot to like here: the soft colors, the composition with leaning trees that support the windblown feel of the filter effect. I don't get the black "writing" on the left. Am I having a senior moment?
Is this from a cell phone app? How do
you feel about the results?

I used ACR via "open as" in Elements to do some tweaking. Saved as 16-bit tif. Used some Topaz Studio stuff to build and later merge a couple of layers to get the finished image.

Dissonant indeed, but there's a reason. The pic below is the source of the black mark.
That stump is what's left of a 50 ft white pine that years before was our live Christmas tree. Ours sons, aged 9 and 5, if I remember correctly, planted it in the yard. The younger of the two died in his sleep 4+ years ago, aged 41, from a heart condition of which no one was aware. A couple of years ago the tree was toppled in a wind storm. We cleaned up the mess but just couldn't do away with that last vestige.
The black mark is part of the scene for sentimental reasons.
I agree with you that taking it out is the artistic thing to do. If I do hang it, the mark stays. If I should give a print to anyone, the mark goes, it's mine.

I feel good. It's not cell app edited. If I do edit with my cell, it's usually crop and/or straighten and sometimes increase brilliance.
The writing is just a vanity thing that I sometimes indulge in. I like to put some script in some images to make a somewhat oriental look. In this case I put it over those limbs hanging into the image just to do so. Otherwise they would have likely been cloned out.
The script is in a font that I made myself (retirement allows for all manner of trivial activities).
Reading top-bottom, right-left, it is...Weirding Optical Concepts...whole 'nother story.
