I am looking for the best camera for Instagram and I am stuck into a conflict between buying a Nikon or Panasonic camera, whose reviews I found on this website.

Based on that list, you might want to look seriously at the Panasonic, but don’t overlook the Canon. It happens to be a great camera for the money. The Nikon is enticing, but it costs over twice as much as those two. Think about what you want to take reasonable pictures most of the time, then compare the specs of the Canon and the Panasonic. I am under the impression that the cell phone or tablet is best for instagram. I meant a camera that is capable of running the instagram app.
If you are buying a camera based on Instagram you are buying for the wrong reasons. You should be asking yourself what are your goals with photography, fame, likes, or because you enjoy doing it. Would you buy a new camera if there was no Instagram?

Everybody I follow on Instagram uses a smartphone, usually an iPhone.

It depends on what you want to shoot.
If you use a computer for processing images, all you need is to use an Android emulator that allows you to run Android apps, including Instagram, on your computer just as if you were on a phone or tablet. I have had great results with Bluestacks.

There is no such thing as the best camera for Instagram. You need to get the best camera to do the kind of photography you want to do, then figure out the best way to upload your images to Instagram. You never know when you might want/need to share your images to a different destination.
Like all photography, the highest quality lenses and digital sensors are used with the best technique when capturing and then processing the image. As of March 7, 2019, Instagram's guideline for still images is 1080x1080 pixels in a 1:1 (square) ratio. That's 1.2 MP. All of the 'best' cameras on the linked list capture at 16+ MP allowing for significant cropping options if you needed to crop into the image to display an image sized to 1080x1080px.
Consider whether you want a camera that fits into your pocket or a larger body where you can change the lens for specific purposes. Consider too whether you desire to process your images on a computer for purposes of displaying digitally only on Instagram or also having options for large-format printing from the same camera and image file. I use PS Express on my iPad and works very well. It is a free app.

Perhaps the better question would be what is the MINIMUM I will have to spend considering my photographic subject matter and my photographic prowess to achieve the level of praise I desire from the instagram platform.
Fred111s kudos on your decision to move onto the IG platform... It currently host the very best photographers in the world now... and has eclipsed all other media platforms for driving potential clients to view your visual statement... All major vendors now have an IG presence... to the point where they are quite willing to pay top influencers to promote their product line...
I totally love IG and devote nearly all my efforts there... It is a treasure trove of inspiration and an endless source of clientele... I am considerately queried for collaboratives with the top talent in my market... It is truly the realization of a fashion and beauty photographer's dream come true..
As for camera choice? whatever works best for you to express your visual statement...
Keep in mind you are limited to 1080x1350 pixel's in portrait orientation and 1080 wide in landscape... albeit this isn't really a limitation since much of your target audience will be using smart phones...
Please review some of the folks I follow on IG... though realize I'm primarily a fashion shooter...
