The icon at the bottom of my screen says I am running Adobe Photoshop CC 2018. I have no updates available. Should I be running 2019? It says I am running v 20.0.3.

20.0.3 is the latest version. It's called the October, 2018 release.

Not sure where you are looking. Open up PS, click "help" then "system info". Mine reflects 2019 to include the desktop icon. On Jan 1 I took and update to reflect the year pushed to 2019. Either you missed an update or using a different PS.

You could have both versions on your PC. One of the later updates/upgrades in 2018 gave you the option of keeping the 2018 version and installing the 2019 version. So you might want to chack to see if that's what's going on.

The October '18 release is a big one. It's increased memory demand required that I buy two new computers if I wanted to keep working.
New is nice but two at once at $1100 plus each ruined the fun money account.

Yes version 20.0.3 installed by me on 2/13/2019. Copyright notice still says 2018.
That is weird , I have PS 2018 and 2019 on my desktop . I saved and icon to my taskbar for each to allow me one click to open . My icon when I slide my mouse over it shows 2019 or 2018 . They both look different while they are opening . The 2019 should start to open with a globe on top of a person's shoulder . 2018 opens with a lady showing . Which is yours opening with ? If you made icons in your taskbar like I did , maybe all you have to do is delete it and make a new one to show it as PS 2019 . Just a thought
If running any Windows program less than Win 10, the latest version of Photoshop will not work and cannot be updated. I have a desktop running Windows 8 that has to use the 2018 version of Photoshop and a laptop with Win 10 that runs the latest version of Photoshop. In addition there is a new PS update that requires the latest version of the Win update to run and that is the antialiasing update to sharpen some raw files. I am not sure about what happens in a Mac without the latest updates however. For Windows users at present you need the latest version for the latest update. This may answer your question.
