I am also a frequent traveler and scooter user and a excellent solution for mounting my camera to my scooter (or cane) is the Grypton Pro XL flexible tripod made by Targus. It has unique flexible legs that enable user to mount the tripod on to virtually any surface, or structure, even the handlebars of my scooter. I was just gifted it for my Birthday and it really works well. It weighs 2.2 Lbs and fits in my camera bag quite well.

Thanks for the great suggestion, never thought of it.
Rrforster that is an interesting idea as well. I use a Canon T3i. Will it support something like that? What I'm seeing look like point and shoots on it. I know I still want to buy a traditional tripod but have so much info here to sift through and research, this might give me a short term solution that I can pass onto my daughter afterwards. Thanks!!

If a tripod is what you want, by all means buy a tripod. I have a ton of gear, from compromising on what I wanted to buy. And in the end, bought what I wanted in the first place.
I also am very limited in mobility, having a couple of flat disks. I don't ride a scooter, but I am thinking about it strongly. But to make a long story short, I still use a tripod. When my back wants to sit down, I usually grab two legs of the tripod, and let it support me a few minutes. :)
I use a Panasonic Bridge Camera (FZ47) and a Canon Video camera with this tripod and it does a fine job. It even pans quite smoothly.
