He is not torn. His resignation letter speaks in no uncertain terms about his reasons for not wanting to align with Trump further.
As for enabling Trump, leaving his indecency and incompetence unchecked, Republican leaders have disgraced themselves to advance the right-wing, deregulation agenda over those ideals which have shaped this country since it's inception.

I think he's torn because he's a Marine and he has long served this country. Once a Marine always a Marine and Marines don't give up. I don't think he's torn in his desire to get away from Trump but I think he is torn in the sense he doesn't want to let his country down.
