It sure does but harvesters can work for weeks before the election, the problem with the law is there is no chain of custody for the ballots harvested.

There may be a chain of custody, but that does not mean the ballots are secure, have not been tampered with, and have not been selectively gathered or uniformly turned in. It is questionable because it is so clearly partisan.
I don't disagree with any of the issues people have with this process, other than the concept that these votes are being manufactured after the election.
If that were the case, the ballots would be ineligible, and the handlers guilty of election fraud. That has not be asserted to as far as I can tell.
