As stated above, the end purpose of the image is key. Shooting for Stock or other publication, you must have a release for any recognizable people in the image, ie; permission is necessary. I always carry model releases, just in case & offer prints as payment. These days people are hypersensitive so, I would always err on the side of caution. Taking photos of a stranger's kid CAN be viewed as suspect. No thanks.
