Personally, I would not antagonize her. I would calmly call the police and tell them there is a mad woman ranting and raving using extreme vulgar words in front of children, and I am in fear of her doing bodily harm to the children here.
The police will definitely answer the call very quickly and bundle her off to the psych ward at the local hospital, especially if everyone backs me up.

I would probably say some choice words, which is probably a bad idea...that's just my knee-jerk reaction to a rude b**ch. There are too many crazy people like her to take this lightly. My husband's uncle was shot to death by just such a crazy lady because he was playing ball in the park.
Personally, I've never been given a hard time when taking photographs in a public park. However, I did not know one had to get PERMISSION to do so! Does that mean all the people using their cell phones to take pictures need permission, too? Ridiculous!
If someone did harass me like that women, I would just leave. There are plenty of other parks!
This recently happened to me. In my case the woman thought I was photographing her child, which I did not. She threatened me calling the police to which I told her I had no objection.
We have our rights and no person in a public place has privacy, that I know. In Miami-Dade county photographers are not allowed near a school where children activities are taking place. I have been told by local authorities but I do not photograph children without parent's consent.
The woman in question does not know the law and it would be interesting to know why of her abnormal reaction.
I would have started taking pictures as rapidly as I could and the asked for her email so I could send her the images at a reduced price. We old farts can get away with stuff like that. Or maybe I would have taken out my slingshot and chased her off with a few rounds of clay balls.

A snotty city near me, La Canada-Flintridge, requires an expensive permit to take photos (flowers, landscapes, portraits) in city parks. Especially expensive fines if the bureaucrats claim later on that the photos were 'commercial,' or 'advertising,' such as an amateur shooter snapping flowers for his online portfolio on FlickR...
When I was living near New Orleans, I was shooting a motor cycle group, in City Park, I became under attack by a local. It started with a rant, and quickly escalated to the guy grabbing for my camera, and finally with shove. I was 68 at the time, and the guy was likely mid 40s, much stronger than I. He picked up my camera that was about to hit me with it. I had enough and drew my pistol while still on the ground. He tried to jerk my camera off me with a strong tug, but was unsuccessful. One of the people with me called the police. Both of the cops arrived in minutes on bicycles. He was arrested, and removed from City Park. I was happy my camera strap held up. The police checked my concealed carry permit, and ID, returned everything, and wished me a nice day.
