For reasons I won't go into here I've gone from a Mac laptop to a well equipped PC.
I'm trying to find an editor similar to the Apple iPhoto. The editor that comes with OSX.

Don't want to get into Photoshop, but want to be able to Sharpen, control Highlights, Shadows, Color, Contrast, Intensity, Redeye, etc.
Photoshop is a little too involved, and expensive for my needs. Looked at Gimp, too involved.

Is there anything out there?

I'll give you my big list of processing software. Depending what you want to do, any software can be easy to use. LR can be very complicated, but I just go down the right column adjusting exposure, contrast, color, sharpness, etc.

Try ACDSee ... you can dowload a trial version for 30 days or so.

You can also use the free app that should have come on your computer if it is equipped with Windows 10 called simply, Photos. It does virtually everything you mentioned wanting.

Photoshop Elements. It holds the hands of users.

You might try Smart Photo Editor, or even PaintShop. I use bith along with PortraitPro.

Take a look at Photoshop Express. Other than the name, it is not Photoshop. Emphasis is on the word "Express". It is free, you get it from the "Windows Store". It will sharpen, adjust highlights, shadows, color, contrast, intensity, redeye, etc.

There are versions for Macs, tablets and phones. It works well on my computer. It can handle RAWs too. There is a variety of third party tutorials on YouTube.
