Can you cite one piece of evidence that there was
any conspiracy with the Russians? Keep in mind that there is no such legal term as "collusion". Collusion in and of itself, is not illegal under any U.S. Code. Mueller has been running a circus for almost two years and hasn't found a single act.
Mueller can't be a "special prosecutor" for Congress. Only the Executive Branch, specifically the Justice Department, can name a prosecutor, special or other. Congress can only request the Justice Department review actions for possible legal action.
It would be helpful if you had any concept of the separation of powers, and the U.S. Constitution.
PS - If Mueller were hired by the Dems, his position could be tied up by the President refusing to sign any appropriations bill related to Mueller.

Instead of resorting to name calling, why don't you do a bit of reading, and learn for yourself? It only took me 15 minutes to research the appropriate statutes on conspiracy, and a word search for "collusion" turned up nada.
I'll bet in those two years he's scooped up some nice paychecks.
