Is this a coopers hawk

No, the markings are not right for a Cooper's hawk. The tail is too short. Those beautiful streaks of teardrop markings on the breast do not fit the Cooper's hawk, which would have crosswise streaks in reddish colors. It would help to know how large this bird was. It could be an immature Red-Tailed Hawk if it was a large bird (like 22-24 inches tall). Someone else will probably have a better ID, but that's my best guess.

I was wondering about an immature coopers. When I looked at my guide it showed the immatures with these types of markings were about right. The mature coopers were more towards red/orange.

I just checked again. I think it is an immature red tailed.

Juvenile Red Tail Hawk. The crimson on the tail hasn't come in yet. They have those striped looking feathers. Nice shot. Gary

Neither a Coopers nor a Red-tail. A Red-tail would be showing the tell-tale "belly band." This is an immature Red-shouldered hawk.

Tell me if I'm wrong, but it looks like there is a bulge in his(her) crop. Just had a meal. When they are full like that (assuming that's the case) they don't like to fly so sometimes you can get fairly close. Nice shat what ever he is.

I'm going against the flow again. Note the white throat and the dark mustache mark. It would help to see more of the tail but from what I can see it is lightly banded. I'm going with an imm. Broad-winged Hawk.

I do believe you are correct. I have trouble with the immatures of these two species when they're perched and the Broad-wings around me tend to be much more heavily streaked.

I, also, agree with curmudgeon; a juvie broad-winged hawk...for the reasons he stated.
