I find it interesting that you even thought of it that way. All I saw was a fence row that has seen better days. Of course I grew up on a farm so.... good shot

I live in the southwest right along the border with Mexico. That section of fence displayed in the photo is much better than some of the actual fence separating the two countries. I have often believed that the fence served only to mark some areas of land border. And it's state of repair, it wouldn't keep anyone from crossing.
