I have a Nikon D7100 and a D7200 both of which are 24 megapixels cameras yet, using the same sized sd card, the 7100 can
store almost twice as many images. Why?

Are both cameras shooting in JPEG or is one shooting in Raw?

Don't confuse megapixels with megabytes.

You have different settings on the two cameras is why.
Check your "QUAL" settings.

What is each camera set to store? Are both set the same?
RAW
RAW+JPEG
JPEG
Definitely will give you different capacities on the card.

Also something to keep in mind.
Keep the memory cards separate for each camera. Moving them with pictures on them between cameras can cause odd problems with images later not being seen by your computer.

Odd then. Is anything else on the card that seems to have the less capacity?

12 bit or 14 bit? With 12 bit the image file size would be significantly reduced.

Some Nikon let you choose.... I just don't know if that's the case with D7100 and D7200. (All Canon are 14 bit all the time... but they do have option to shoot smaller size RAW files on many model.)

12 bit images have potential for 68 billion shades of color. That sounds like an awful lot, until you consider that 14 bit has a palette of 4 trillion shades! In other words, 14 bit has almost 60X more colors. But thankfully every color isn't used in every image in either case... On average I think you can get around 33% more 12-bit NEF on a card, than 14-bit. That doesn't fully explain one camera able to save double the number of images.

Also check if you are saving compressed or uncompressd RAW.

Interesting. I did not know that! (I only have a Canon.)

The are different settings for jpeg. One setting is large, medium, small The there another setting which includes fine. Then there is size are you shooting 1x1 or 9x16 or 3x4 when you put thes parameters together you get different size jpegs. Add to that you can shoot jpeg with raw.

D7200 w/64gb card

Raw Compressed 14 bit = 1.7k images
Raw Compressed 12 bit = 2.0k
Raw Lossless Compressed 14 bit = 1.1k
Raw Lossless Compressed 12 bit = 1.5k
