I have used elements 12 for a few years now. Just recently upon starting the program I get a prompt asking me to subscribe and pay.
Is this windows 10 mischief?

I don't know about Windows mischief, but it could be someone's. Can you just click out of the message and continue to the Elements workspace?

You could try uninstalling and reinstalling.

So far, I can continue but with a warning of pending expiration.
This came with a disc. Maybe I can delete the program and reload

If you purchased the program on disk, you own the rights to use the program for EVER. Free updates notwithstanding, Adobe may chose to no longer support that version. However if you registered the product, any such withdrawal of support by Adobe would be made known to you with plenty of anticipation. Reinstall could solve the problem, but it could be malware. If so, there are plenty of good programs you can use. If you are running windows, use Windows Defender to rid your system of malware. Good luck.

Elements 12 will not expire. Support for Elements 12 probably expired a year or two ago. As long as it works it is good. The message you saw was either of two things: Adobe sending you a message in an attempt to sign you up for the Cloud - sometimes that message will contain a "Do not show again" checkbox, if so just check the box. If the message is from Adobe, it will say so, very clearly and can simply be closed or deleted. The second option is Malware from a non-Adobe source. Look at the message very carefully the next time it pops up: if it is not clearly from Adobe then download a program called "Malwarebytes" (free) and run a scan.

My thanks to all of you for useful hints and directions. I'll work on re installation next. This computer (with Elements 12) is only rarely connected to the internet for security purposes. Thank you!

Probably Adobe wanting you to sign up for their program. I would not sign up with the site you got it notice from. Too many crooked sites out there and you can get elements 18 from B&H. It works in win 10 and in win 7 or win 8. Not much different from elements 15 but better than elements 12. Adobe does send out adds to upgrade but if the site you got notice from was not Adobe then you cannot trust it.

Best idea you have is to reload the program but in case someone has possibly hacked your computer I would run a fixme stick. Just got to the fixmestick.com I think it is site and download a one time use. You will need a 32 gig flash drive to download it too. Then just follow instructions. I have put a couple of computers back to original program using it. First make sure you have saved all of your data from the hard drive as a back up.

I've been using elements since it was released around 2002. It didn't have a number; just Photoshop Elements.
The only time I got a message like yours was when I put a later version on 3 computers. The message said you are limited to 2 computers. If you want to change from 1 to another, there is an option to deactivate under help. Other than that, this never happened. All my versions were purchased on disc; none were downloads from Adobe.

Then he probably picked up one of those phishing sites. There are so many of them out there. I have received at least 3 phone calls this last year telling me they were the IRS and that the IRS issued an arrest warrant. Now most people may not know it but only Police the US Marshall and FBI and the court system can issue an arrest warrant. The IRS just sends you a letter and expects you to show up for an audit.

I have used various versions of Elements since 2002. I now use PSE 2009 and 2011. I have never had a notice that support will end or that I will have to pay a fee to continue.
I like PSE 9 because of the dark background and all the tools and options are on the right or top. I don't like the tool options on white background at the bottom of 11, and your photo covers those tool options unless you work on a smaller image. It seems to me there has never been a reason to buy a newer edition; it seems like improving the organizer is their main thrust. I have never used the organizer.
