Does anyone know a photography site where one can get honest, contructive criticism of photos? I understand the reticence to criticize photos posted online and much of what we like is subjective. However, it seems that many photos posted on UHH get only praise even when they are technically deficient.

There is a section for critiques. You could join that and get honest critiques for your submissions.
Just upload your pic to that section and ask for a critique.
In June UHH's critique forum had a total of seven topics posted, by six members. The For Your Consideration section had
seventy-eight topics by 26 users:

Four UHH sections address your question: Photo Gallery, For Your Consideration, Photo Anaysis and Photo Critique - each with different purpose/function and goals. Each begins with several posts intended to explain why they are there and how they can be best used. Take a careful look at each and decide which approach would benefit you best. Good luck, Ollie.
Check around for your local PPA affiliation. There are sites they will be aware of that offers competition using digital images with a long side of 4000pixels and 220ppi. It will cost about $10 per entry, maybe $15, but you will get a written critique that you cannot argue with. Events like this will help make you a better photographer. My first entry and critique I received a score of 78 and a critique that was "spot-on" in my opinion. I loved the honesty and I took it to heart. I hate atta-boys and I like educated opinions.

The critique section here is well-intentioned but should not be staffed by amateur or semi-amateur judges. Frankly, I would pay for professional judging because I think that is the most helpful way of improving one's photography.

There are some professional photographers who will provide critique. You might try a search online to see who they might be. A group called Photographers Breakthrough used to provide critiques, for a fee of course. It is important for serious study to obtain critiques from photographers who are better than you. You can also sign up for a photography tour with someone and they generally will provide critique as well. I agree with you regarding many photos posted on this site. I don't know that a critique from this site will be useful to you for learning purposes.
Remember that critiques are just opinions. All the critics hated Van Gogh's work and he died penniless without having sold anything. Very few amateur artists in any medium have the talent to be great, no matter how hard they try. I say do your best and please yourself.

Critiques are valuable. VanGogh's experience is out of the ordinary. I suggest the "For Your Consideration" section, and filtering out the few unhelpful comments. Having conducted many crits myself as a college prof, I've found this section to be very good. You don't have to pay, and the experience of those critiquing encompasses the total spectrum, from professional to beginner.
