Elements 18 and RAM Help, please

You are welcome. As computer hardware gets faster with more memory and higher performance, then the application developers are busy writing applications that are more powerful with more features, but designed to use that new and improved hardware. Your choice is to upgrade the hardware or stick with older applications, which require less performance and memory.

Won't defrag and 100% fragged!!!!!!!! Yikes! Oh, it is a standard HDD hard disk and not a solid state SSD, correct?
First make some disk space for defrag to run:
All Programs
Windows Administrative Tools
Disk cleanup
check all boxes on the popup menu that appears
then
click on "Clean up system files" on the left below the menu window
follow the directions, if you have never cleaned your hard disk before this can take a long time
Once you have space for defrag to work try again
If it still doesn't work it may be corrupted so download and try a free copy/trial of Defraggler, CCleaner or System Mechanic, they are more powerful than the built in defrag app.
I use the paid pro version of System Mechanic, paid version of MalwareBytes and run them once a week. I get McAfee with my cable/internet service so I run it once a week also. Then once a month I run the free CCleaner and free Comodo Cleaning Essentials because they use slightly different tech and can catch things the others don't.

On Adobe's Photoshop Elements forum there are a couple posts where a Windows update made some registry changes that affects how much RAM Premiere Elements is allowed to use. Yes, the potential is that Adobe blames Microsoft and the other way too.

The fix is a change in the registry if you are up to that!

Another is to start a "chat" with Adobe support. As a user of a current version, you have access to that.

Lets back up a bit to basics before we offer further advice. What version of Windows are you using? Windows 7? Windows 10? Something else? 32 bit or 64 bit?

Lately I read an article about Win 10 that revealed something I had never seen before. It said that when you turn Win 10 off, it still has a low level app running for "quick start" when you turn it back on. Therefore it does not do a complete dump of temps etc. But if you do a "restart" it does shut everything down preparatory to resetting everything. This along can make a difference as it removes some of the junk and clutter that accumulates. Now this could still leave junk and clutter in the registry. Both CCleaner and System Mechanic have registry cleaners. System Mechanic also has apps to optimize settings for things like internet etc.

The routine I gave you is something I have done since the days of Win XP, Through Win 7 and then Win 10. A year or two after getting Win 10 I had problems with some new programs that used parts of Win 10 I had never used. I accessed Microsoft support and downloaded and ran one of their trouble shooter apps. It revealed that part of Win 10 had been loaded with some files corrupted and I hadn't noticed because my programs didn't use it. Then the new programs tried to use it and....! So it led me to a repair app that cleaned out the corrupt files and installed the latest update of them. No more problems.
Sorry, I don't remember what the trouble shooter or the repair app were. But I am sure they must still be some where on the Win 10 support site.

I had a similar problem with my Dell Inspirion 13 and PSE14. Upgraded my memory to 8 gb for about $55. No more problem.

How old of a system are you using? Only 4GB RAM. What version of Windows. Might be time for a new PC. Or at least more RAM if you can put more in.

I bought a Dell XPS Tower PC from Costco in December 2015 for under $900.00. It has a 4-core (8 thread) i7 processor, 32GB RAM and a 1TB HDD. Eventually I may upgrade it with a good sized SSD to go with the HDD. With Photoshop CS6 I've created stitched panoramas that have been 1.5GB in size. Those can be saved as PSB or TIFF files, or of course compressed JPEGs. But still all very large!

My reason for asking is that a 32 bit version of Windows can only address 4GB of memory, so anything that you install over that is wasted unless you also upgrade the OS to a 64 bit version.

Add RAM to get 16 GB. Better yet, get a new computer with 16 GB and a decent graphics card.
