Does it have to be surf? The pic that you posted as a goal was taken on a particular day when the surf was great, nice waves with what looks like a strong off shore breeze blowing the top of the wave back making a great image.
You might try a long exposure on rocks or a pier creating silky water on perfectly focused rocks or pilings during a sun rise or set or really anytime of day. I assume that you are using an ND filter.
