Yes it can and it's easy in most systems. The message is indicating your computer does not have sufficient RAM, (Ready Access Memory). You can purchase more memory at a reasonable price and install it. Easiest way is to use Crucial Memory analyzer.(www.crucial.com/usa/en/advisor)
It will automatically scan your computer and indicate the correct memory upgrade. Or, you can take it to a local computer shop or have a friend do it. It's a very simple procedure, but you have to be comfortable with opening the computer enclosure.

I had exactly the same problem with Elements 14. It was working fine and then one update with Windows 10 and then it gave me the not enough RAM message. What I did was upgraded my computer with a 2 TB hard drive, upgraded the RAM to 8 M and bought Elements 18 and it works great.

Thank you for the info., sounds as a possible solution but how expensive is this?

It means add more RAM. You don't have enough memory to run Photoshop Elements 14.

Thank you ggenova64 for the information.

When is the last time you defragged your computer?

Far as I know, never, unless that also means Updates.
Could you beak 'Defragged' down for me? I have never heard of this term before this.

Can anyone suggest what computer brand I should consider purchasing, (something possibly with lots of RAM & other important elements to prevent this from becoming a problem again), if this problem cannot be overcome?

Apple is the Photographers choice for post processing. RAM is the same among manufactures.

Hi. I had that happen too, when I was starting to select something in my photo on Photoshop Elements 14, just before my old(5 years old) Toshiba laptop completely died last week. However, when I looked at my storage information in my computer settings file, it said I had only used about 8 GB of total storage, and had at least 15 GB left. So it was confusing to me that it would say that. I know when I was looking at new laptops it would tell the stats for each of the two types of memory each computer had. I bought a Dell Inspirion 15, 5000 series with 12 GB memory and 1 TB hard drive, and still don't really know what that means exactly. A Salesman at one store had told me what memory and features we're important to use Photoshop.

Lots of people only put their computers to sleep mode so that updates can work overnight. Do you shut down the computer between sessions? Try doing that. Sometimes programs continue running if you don't and use RAM without you being aware of it.

If the computer is on, it's ALWAYS using RAM.

If a computer is not turned off once and a while the RAM could still be allocated to a program that does not appear to be running. Rebooting also should clear the allocation.

I had the same problem after a Windows Update. As I recall, I had to contact Adobe or Microsoft and the problem got solved in a hurry,.

You can download a program called cpuz https://www.cpuid.com/softwares/cpu-z.html it will tell you all the info about your computer click the memory tab it will tell you how much memory you have click the spd tab will tell you the type of memory. If you know someone that could install the memory you could order from Newegg I like G skill memory I use it in all my PC's.

Everybody is talking about RAM which is a correct answer to an extent. I have a laptop that had 4 G of RAM. It ran PSE 13 without any problems. Is there any way you could try to load the program on another computer? If you can, check the preferences under file in the menu bar. Go down to performance and check history. Change to 50 or less. That will allow you to use the program with less RAM.
