If he said it like you wrote it, it's funny, but it doesn't really say anything about him except that sometimes being a bit more careful is a good thing. I'm not going to try to find any, but if you've never said something a little twisted from what you meant I'll be very surprised. It should be pretty simple, for all, if you don't know the saying don't use it. If it doesn't make sense the way you are about to say it, don't say it.
It doesn't excuse Schumer, but it is easy to look at what you wrote and read what you expect it to say.

It's an old saying, maybe originating in Texas and maybe not, it describes a braggart whose talk is really much larger than his accomplishment, in rancher parlance, he's all hat and no cattle, all hat, as in all talk, no cattle as in no substance. Schumer ventured out of his culture and absolutely got it backwards, thus giving Trump a big compliment instead of the intended insult.
