It's an old saying, maybe originating in Texas and maybe not, it describes a braggart whose talk is really much larger than his accomplishment, in rancher parlance, he's all hat and no cattle, all hat, as in all talk, no cattle as in no substance. Schumer ventured out of his culture and absolutely got it backwards, thus giving Trump a big compliment instead of the intended insult.
