Dust specks on the sensor would be dark.
Dust in/on a lens would be white with all the light bouncing around in the lens. The brighter the light, the more pronounced the dust.
Not seeing anything on a photo of a white sheet doesn't surprise me. Kinda like shooting a polar bear in a snow storm.
