Just so you know, the 3047 is a "3way" head and not a " fluid" head, it has no fluid dampening at all.

Not my post, I also couldn't enlarge the image to get a better look because "store original" was not used. I was going to Google it for more info as I am looking at fluid heads now and "MT Shooter" saved me the time in looking it up.
It's a Manfrotto Bogen. It's very popular and conventional. I prefer a three way head, as ball heads tend to flop around too much during composition for my taste. Your price seems very good for the condition I see in the picture. I would surely pat that amount, plus reasonable shipping. A bit heavy, but very sturdy for up to 4X5 large format film.
The model 3221 w/3047 three way head was produced in great numbers, and with three section legs locked down nicely. Minimal wobble, if any. If you consider shipping, I'd be interested. But considering your location, I would think you could probably sell it easily in your area. Have you considered going door to door in your neighborhood?
Good tripod at a good price. If it had the name RRS on it, they would probably ask $500. But it's just one of a few thousand made and sold in a tripod "household" name. Just as good as an RRS, but not the same ego trip as one.

Good tripod, good head. highly reliable, I used one with my 4X5 systems for many years.
