For PC - is there a simple-to-use FREE photo editor you could recommend??

I also recommend GIMP which is free for Windows and Mac, also recommend with GIMP add DARKTABLE which is also free. GIMP does not process raw files from the camera, but DARKTABLE does and you can edit your raw files in DARKTABLE then export the results as a TIFF which GIMP can read. DARKTABLE is to GIMP as ACR (Adobe Camera Raw) is to Photoshop. For Windows users GIMP is at version 2.10 for Mac users GIMP is version 2.8.

I've had pretty good results with two programs: FastStone image viewer/editor and PhotoScape - both of which are free. Between these two they have enough basic functionality to do simple editing you seem to be interested in.

I have been using paint.net for years. For simple editing it works great and can get even more sophisticated if you want. Take a look: https://www.getpaint.net/.

Corel will give you 30 days free, try nit you will probably like it, then wait for a real good discount , probably the best value IMHO, even if not free, Bob.

I had Corel on Windows, but when I moved to a Mac they didn't have the full package for Mac so I dropped them.

PhotoScape X is free and has excellent capability. It works great with Windows 10.

Yes, Windows 10 has its own editor in Photos. It works pretty well. As noted, make copies of your originals and work on them because the edits will over-write the originals.

Another vote for FastStone Image Viewer. I've been using it for a few months now and it is a great program. Easy to use, does everything I need for my photos, and it's free. I have tried several free programs and FastStone is my favorite.

Digital cameras come with software? I'll have to see if I can find whatever came with them. When he used to have a darkroom, he did all the fixing/correcting. Since he retired and switched to digital, he doesn't bother; he just shoots multiple times at different settings and keeps/prints the best. He also doesn't 'do' anything online other than bleeping jigsaw puzzles. So, I'm going to see if I can brighten up the shots that are too dark to see well.

Nikon web site Capture NX-D, IT is free. Not sure for Olympus.

Wrong. Just saw a link on the the site for wlsetup.exe... the Windows Live Photo Gallery. Ya gotta look around for these things. I posted the link where one can download wlsetup.exe.... the install file for all the Windows live programs including Windows Live Photo Gallery, which is far better than the Photos program in Windows 10.

Window's Photo Gallery is probably the easiest to use that is free and comes with earlier versions of Windows (up to Windows 7 Pro) It can be downloaded.
Your camera will have it's own program if you have saved the disk that came with it.

For simple and easy to use (but with limitations) Windows 10 Photos is quite good. I often use it when an image JPEG or TIFF needs straightening, cropping and not much else. It also has the capability to lighten/darken and sharpen images. If my image needs those or any other enhancements I move to the "not so easy to use" GIMP.
