Anytime you plan to visit an area (Baltimore or otherwise) you can get the crime stats for the past year from Truvia.

These are from actual crime reports. It is a starting point in making a determination of personal safety for a area. Some crime is never reported for whatever reasons. Do be aware that there have been reports of attacks on tourists by roving bans of juveniles.

Enjoy the inner city and yes . .there can be some spots in the western part of the city that might be questionable to visit.
You just might want to check out Patterson Park it has a small well attended pond with lots of wild life to image.
Not much in Druid park to be seen but there is the Rawlings botanical conservatory which can provide some nice indoor botanical opportunities and then there is the Baltimore zoo right next door.
I most certainly can recommend the inner harbor at night and it is as safe as any other large city at night .. well lite and lots of people just out for a walk-about.

Baltimore like Paris, London,Brussels or Washington DC, is a great city enjoy it.
As with any travel be smart.

Why do you have cameras if your afraid to leave your homes?

I'm surprised no one has mentioned the Bromo tower (see below) one of the few interesting buildings in Baltimore. If you're worried, Locust Point is about the safest neighborhood in the city. It also has at least one bar on every corner and some with really good bar food (Barracuda, on Fort Ave) is my favorite. However, if you want steamed crabs, go to LP Steamers (also on Fort). Fort McHenry is at the end of Fort Ave (where else) but on the way you pass some of the commercial docks which IMHO are much more interesting that tourist sites. Also, as someone has already ointed out, if you go down Hull Street off Fort Ave and walk to the end you'll be at Tide Point where you can get great shots across the harbor day or night.
As you might guess, I've lived in Locust Point and I still have my boat in a marina which is walking distance from my old town house and my kids and grandkids still live in the area so my wife and I are down in Baltimore a lot.
If you want sea food, for my money, Nicks Fish House is the best. Its located off Insulator Drive off Cromwell Street. It usually jammed especially on weekends and they don't take reservations.

You are, of course, entitled to your opinion, but equating Baltimore with Paris and London as you did in a subsequent post, is a bit much, no? My wife owns a rental town house in Federal Hill so I have had occasion to visit Baltimore. As someone born and raised in New York City, after a few visits I now always turn down her invitations to accompany her to Baltimore. I guess I've been spoiled by Paris and London, to say nothing of NYC, Berlin, Rome and Tokyo.

Another area I would suggest is the old part of Johns Hopkins Hospital. It's dates back to the 1800's and has a very distinctive look and architecture. If you do, go in the main entrance at that location and you will see a huge statue of Christ. This is very unusual for a non religious affiliated hospital. That statue's location inside the building presents some great shot opportunities

In terms of those afraid to travel. Baltimore is as safe as Paris.
DC's pretty nice Art, Culture and Food. Baltimore is a fine little city.
We shouldn't live in fear to travel.

OK we're not NYC ;-)

I doubt there is a city, large or small, in this nation that doesn't have some poverty...and poverty is the problem.

The video shows mostly streets of boarded up, abandoned homes where very few people live. Certainly one wouldn't want to be there after dark, but for photographic purposes, there wouldn't be all that much reason to be in that particular neighborhood at night anyway.
